Video of Dr Nuno Capaz from the Dissuasion Commission of Lisboa, part of the Portugese Ministry of Health on Portugal's experience of 17 years of decriminalisation of all drugs, at the Leading Reform Summit in November 2018.
In 2001 Portugal decriminalised the usage of all drugs, and diverted drug users from the judicial/criminal system to the healthcare system.
Nuno has been working for the Portugese Ministry of Health 's Dissuasion Commissions since they were created in 2001. These boards were created to apply Portugal's law passed in 2000 decriminalising all drug use. As such, he is a member of an interdisciplinary team that evaluates drug users.
He has been in charge of correspondence with foreign delegations seeking information and research about the Portugese model of drug policy.
